| The formation of information industry is the necessary result of making social economy popularized. It is an important symbol meaning the transformation from traditional material economy to present information economy. It is the leading industry of current economy and it play an important role in national economy. The measurement of information industry can be used to quantitatively indicate development situation and development tendency. It aids to quantitatively indicate the change of employment structure.Based on the later research and linking with the actural situation of the present stage, the dissertation definite the information industry. It is can be,divided into traditional information industry and present information industry with a sign of computer. It introduced the character, function and structure in detail. Then the paper explains the popular method of measuring information industry. It introduced the Porat method and information index model, based on the information index model and associated with the method of gray system. The improved gray index model was creatively put forward. The method was used to calculate the information, index from the year 1998 to 2001 in Henan province and the result indicates the information index in Henan province was enhanced year and year. According to calculated result, the existed problems in the information industry development in Henan about policy and human resource are manifested and corresponding strategy are given. Say, the policy should be inclined to it,70the braids should be imported, the cultivation of the braids should be strengthened, also the intercourse between different countries and regions should be developed.Finally, the selective index system was made with DELPHI by virtue of its RAD environment. Each content of each index can be gotten with it, and the result can be saved as EXCEL form, and can be charted and statistic and other common utilities.
