As an approach for the exporter to seek for market quota and to acquire advantageous competitive status, dumping has a long history .Anti-dumping law is rational to same extent in maintaining normal International trade order and promoting fairness, freedom and order of international business. But as a legal system for the freedom of international business, anti-dumping law is short of theoretic basis and is closely connected with trade protectionism.China is a developing socialism country. The task to explore the foreign mark is very heavy for the opening-up was very late. Developed countries take advantage of anti-dumping law to make anti-dumping investment and take anti-dumping actions. Therefore, It has become a serious obstacle for China to broaden opening-up and develop foreign trade. It is an import subject to strengthen the study of anti-dumping law.The reason that the product exported from our country are suffered with Anti-dumping appeal in foreign countries include both subjective reasons and objective ones. The main objective reason is that some countries, especially the developed countries deviate from the basic principal of anti-dumping and take the anti-dumping law as the tool for trade protection. On the other hand, there are many reasons in the subjectivity. It is the one among them that because of bad understanding and researching anti-dumping law, while running into appeal, we either don't respond to appeal or lose lawsuit disadvantageous responding. Anti-dumping is the hotspot to cause trade friction between European Economic Community, America and some other countries, and it will arise ceaselessly.It is expounded completely in this thesis that the basic problems on dumping and anti-dumping. Based on the research and analysis about the develop of WTO and combined with the practice in China, I analyze and study the theme with important theory and practical significance in the aspect of dumping and antidumping so as to seek for the effective countermeasures to actively prevent and counterplea the antidumping appeal from foreign countries, to strength the work of responding to appeal, raise the emergency ability, avoid and reduce the lose actively.
