As one of main structures of main body of railway and highway, huge tunnel is always the critical part that influences the quality of the whole project. The successful construction of tunnel will not only provide good image and reputation, but also bring out great interests for the company, which built it. Changliangshan tunnel and EastQingling tunnel are two important large projects built by the first Railway Bureau Group Company of China, which is the head of architectural industry. Based on their construction effort, this thesis analyze the advantages and disadvantages of their technical plans and designs by using accounting and contrasting analysis methods, providing a good sample for the following similar projects.The thesis makes a comprehensive technical and economic appraisement for the plans and designs of the tunnels through accounting and contrasting process. On the basis of the result of after-appraisement, it analyzes their economic characteristics and built a index system which will instruct the construction of following relation projects and indicates the way of cutting the cost, improving the quality, reducing the construction period, and enhancing the comprehension competency of company.According to the degree of technical and economic mileage, the thesis set, their percentage and then appraise the effect of the project by using AHP and success degree analysis method, which are efficient and practical.Finally, the thesis provides a good system of ways in the process of comparing, choosing and appraising the technical and economic design and plan of the tunnel projects for the First Railway Bureau Group Company of China and other relation enterprises which are major in construction of tunnels.
