Research On The Evaluating Of Governmoment Performance

Evaluating of government performance is always a very difficult problem in the field of public administration.It is well known that government performance is very abstract and sensitive, it contains many facts, such as politics, economics, culture life of public, environment, comprehensive management of public issue , and because it is very important to the future of officials and many officials emphasis on their performance, it is not easy to gain true data we need. In this paper we try to make progress in using accurate mathematical method to research government performance .the total content is below:The first part, the introduction will give the necessity and probability of evaluating of government performance, and show main structure of the paper. Furthermore, list the import accurate mathematic methods we will use.The second part will argue the present tendency of evaluating of government performance of abroad and home, especially, the weakness of traditional ways and advantage of accurate mathematic methods.The third part will introduce the statistics index system of evaluation of government performance, this is the emphasis of the paper, due to the complexity of government performance, it is difficult to choose a series index to describe it. Based on the present status of china, we set up our evaluation index system, which contains sixteen index, covers all facts of politics, economic, life of the mass, environment, comprehensive management of public issue and so on.The fourth part will find out the criterion of evaluation. We want to build a series of criterions, which can be used and measured in the reality, with the references about evaluation and the working situation of guangdong government.The fifth part will emphasis on the synthesizing of statistics index system. The synthesizing of index is an important problem either in statistics or in mathematics. Based on the data and references, we try to use some new ways to realize the synthesis, then define the weights of index and compose the index system.The sixth part will compute the count of government performance, then ascends and evaluates it, by the method mentioned before, with the real data and related references from cities of guangdong province.
