Study On Changing And Managing Of Local Financial Expenditure

In the process of the formation of our marked-drives economy system, our government's experts in managing financial affairs is faded with serious problems in revenue and expenditure, esp. in the areas of less developed economy where the investment of finance fund is far less than enough to meet the needs in favoring and promoting the developments of the local economy and society and even to keep the local organs operating normally, which results in the slow development of local economy and society, which is attributable to the fact that the use of our country's current finance fund can't embody the financial management requirements of public finance and give full play to the government's functions. In the mired economy, the government's functions majority lie in making up market defects, achieving the effective disposition of resources and the fair distribution of income. The governments can no longer intervene in what can be achieved by market itself. The long-term influence from our country's planned economy system contributes to the insufficiency of public financial management in the application of finance fund, and also the structural problems in the administration of finance fund.In view of the above, this article is designed to study how the local finance in terms of its revenue so as to achieve the proper use of finance fund and overcome the difficulties from finance. We usually choose more than one market environments as basis for a general study and it is because of some special significance that I have chosen to study the current situation of the local financial revenue and expenditure of lianyungang city. Firstly, this city is one of those earliest seaside cities opening up to the outside world, but has been developing at a slow space without advantage of its early start, the reason of which is thought. Secondly, I wish to make share of contributions to its development.I have worked on the existing problems in the local financial revenue and expenditure of lianyungang city and have come up with some feasible suggestions for reform. Those suggestions may not apply to other market environments owns to their local characteristics and may not produce completely ideal effects in the present market environment of lianyungang city. But we hope that there will be a field we may apply our research working.
