The breakthrough point in the transformation lies in the blazing new trails in the policy-making system of the villages of towns - to separate politics from the party so as to improve or rather to restore the supreme status of the people's congress of the villages and towns in the decision-making system on legal principle. To transform the government function successfully, clear line must be drawn between the government and the society, the government and The Third Part or NGO and the government and enterprises. The process of the opening up of the rural market and the reform in the government administration demands that the government functions of the villages and towns should be restricted to cultivating and standardizing the rural market, seeking social justice, stabilizing and fostering civil society and so on.The transformation of the government function of the villages and towns will inevitably leads to the institutional innovation and the repositioning of the redundant personnel.
