University-owned technological industry, as an outcome of the interaction between modern university and social economy, has become one of the high-technology industries with greatest potentiality and full of innovation in the knowledge-based era. In China the rapid growth of university-owned technological industry and its increasing importance in the national economy have attracted great concern from the society, and especially from the governmental organs, which has greatly motivated further research into university-owned technological industry. As a newborn thing, however, the research on the university-owned technological industry has remained on the lower level of cases study and experience summary, which should be upgraded to a higher level of theoretical perspective.This paper aims at finding out the functions of university-owned technological industries in the optimization of regional industrial structure, on the basis of a descriptive research into the present development of the university-owned technological industry in China, and its role in optimizing the industrial structure by choosing as an example "China Optical Valley-Wuhan"-a cluster of universities and colleges.The author organizes the whole paper into four parts. In the first part the author explores into the background and some related theories with the university-owned technological industry. In the era of knowledge-based economy it can be regarded that the university-owned technological industry is an inexorable outcome of the interaction between modern universities and social economy, a natural extension of university disciplines, scientific research and achievement, and a high-technological industry with great potentiality. In the second part the author studies the role of university-owned technological industry in regional industrial structure from a perspective of technological innovation and regional industry optimization. From theory to practice the author holds that the university-owned technological industry can functions as an effective supplement to Chinese industrial structure, a demonstration for technology innovation, a pioneer for the development of knowledge-based economy, and an enhancement for Technological Development Zone. In the third part the author studies the effect and function of optical-electric industry in the industrial structure by choosing "China Optical Valley-Wuhan" as an example, where there are intensive university-owned technological industries. In the last part the author raises some proposals for the optimization of the industrial structure in Wuhan, such as speeding up the construction of University Technological Zone, establishing an interactive mechanism between industry, university and research institute, setting up market-orientation, and seeking governmental support.With the further development of University Technology Zone, it can be expected that the research for the university-owned technological industry can be enhanced; a more scientific and complete research system in terms of economics can be realized. As a return, the betterment of theoretical study will benefit the development of the university-owned technological industry in the future.
