There are two main shareholders in infrastructure construction field: Government and Enterprise. In a market economy country, the government is strict with public investment, whereas, moderate to enterprise investment. Public investment projects are different to the enterprise investment projects. Usually, the investor and the owner are the same in an enterprise-invested project. However, in a government-invested project, the investor is taxpayer and the owner is construction enterprise. The separate between the owner and the investor is liable to the result in waste of capital, lack of monitoring and government corruption acts. This is a problem to be settled in construction market.In overseas developed market economy country, the government-invested projects are included in government procurement market in order to promote the development of construction investment. Our government procurement market is in a developing period. About 65 percent of government procurement is construction procurement, so it is of great importance to standardize government construction procurement, from which we can benefit a great deal such as: assuring construction quality, shortening duration, saving investment and avoiding corruption acts. Execution of construction procurement requires promotion of bidding, innovation of construction cost standard, reform of revenue pay system and so on. In addition information system construction is necessary to build database about contractors and experts and improve government work efficiency. On the base of analysis about government-invested project, this paper introduces overseas and domestic advance experience and build up effective project management system for government-invested construction project, so as to achieve openness, fairness and justice in construction process and maximize taxpayer's interest as well.
