A Research On Our Country's Regulation Reform Of Natural Monopoly Industry

As the development of social economy, there is a great reformation in natural monopoly industry. Some operation has never possessed the character of natural monopoly and another which still possesses the character of natural monopoly should never be regulated by government like before. Based on this change of natural monopoly industry, this thesis draws a conclusion on regulation reform about our country. The imagination refers to the successful experience of abroad to solve the defects of our country' s natural monopoly industry such as low quality, unreasonable price and high fee.The author of this article points that nonnatural monopoly operation should be separated from natural monopoly and deregulated. Competition is the most suitable way of it. In order to realize the imagination, our country should reform the system and come out the separation of government from business. At the same time, the law support is also an important factor in the innovation. For the natural monopoly operation, stimulant regulation is a necessary way such as price cap regulation, yardstick competition and franchise bidding. In order to explain the regulation reform clearly, the thesis takes an example of railroad at last.
