Since venture capital is introduced to China at mid-1980's, venture capital industry has been greatly developed, which has prodigiously promoted the development of China's hi-tech industry, representing mainly as follows: venture capital mechanism has effectively brought along non-governmental capital, the status of technical achievement industrialization capital relying just on governmental financial appropriate funds has apparently changed, non-governmental capital to participate in hi-tech industrialization has been obviously increased; in the meantime, venture capital has played an active role in lessening capital shortage for development of medium and small high-tech firms.However, the policy and legal environment for development of venture capital is far less satisfactory, which has restrained the development of venture capital and high-tech industry in a great extent because venture capital introduced to China is not long. Therefore many provinces, cities and regions have worked out some policies and rules with the approaches of tax exemption and reduction, financial appropriate funds, financial interest deduction, venture compensation etc. to promote development of local venture capital industry,With the development of Hubei's hi-tech industry, the venture capital industry has been fast developed. But compared with advanced regions in China, Hubei's venture capital industry is relatively lagging, both in development scale and in speed. Under the general background of "Prosper Hubei with Hi-tech" and "Grow up from Central China", it is no doubt significant to faster promote the development of Hubei's venture capital industry. This article emphasizes to analyze the actuality and existing problems of Hubei's venture capital industry and puts forward the countermeasure to accelerate the development of Hubei's venture capital industry under the speedy development of China's venture capital industry and hopes to instruct the development of Hubei's venture capital industry to a certain extent after introducing the concept of venture capital and development actualities at home and abroad.
