The development of China's enterprises in the 21st century is confronted with great changes in operational environment. At present, the main characteristics of China's economy operation are: nationalization of international competition and internationalization of domestic competition. China is becoming a part of MNC globalization; and MNC will dominate the principles of china's economy operation. So China's economy is faced with double pressures: globalization and informationalization. It remains a serious problem how state-owned enterprises survive the reform successfully, quickly and agilely.The following article is a further discussion of the problem mentioned above. Although the reform of state-owned enterprises is very complicated, what really counts is the reform of organisation models. That is the key solution. So the article starts with the environment and trend of competition, then, analyzes the environment state-owned enterprises surviving and developing in. Furthermore, it emphasizes the organization models that are popular or successful inside or outside China. The judgment is based on the introduction of its marrow and good-or-bad comparison. This article presents the developing regularity of the organization model designing in theory, and introduces its principle. Thus, it comes up with an enterprise organization model which can win the international advantages. Meanwhile it ends with the analysis of the limitation in present models and traditional misunderstanding.On the whole, the reform of organization models is really a complex project. It must be combined with the situation of the state, so is the situation of the enterprises themselves. What is most significant lies it provides a strategy to the top management. Thus, it has great theoretical and realistic significant.
