Experience in recent years' development and growth has helped more and more state-owned enterprises realize that optimal human resource utilization holds a crucial key to business competitiveness. An urgent task for these enterprises is to establish a comprehensive, rational and efficient system for human resource management. A fundamental component to such a system - job analysis - has been recognized as the most important technology and process.AS Co. is commercial airline, whose Ground Services (GS) Department is a division directly serving passengers. Customer relationship of this department is far from satisfactory due to rigid management styles. Human resource management was literally non-existence. Job analysis naturally became a priority in establishing an optimal human resource management system due to the fundamental importance of such an analysis.I led a team on the job analysis project of the GS Department. We designed a job analysis system and implemented it in the human resource management of this department.This thesis details design and implementation processes of the GS department's job analysis. Such processes took advantage of comprehensive theories and techniques, and took full consideration of the reality of a state-owned civil aviation business. The thesis summarizes the methods and technologies that a commercial airline's GS department should adopt to set up job analysis. Issues inthis process are also explained and tackled. This paper is a helpful reference to tasks similar to the one described in the following main texts.
