With the development of structural adjustment, the seriousness of the structural unemployment in China has gradually appeared clearly. The structural unemployment not only increases the difficulties of treating the total number of unemployment, but also worsens the whole problem of unemployment in China. Therefore, it is very realistic and emergent that treating the structural unemployment in China. If we want to find the way to treat the structural unemployment in China, we must analyze the forming mechanism of it deeply, at the same time, from the analysis we can find the fundamental reasons why the structural unemployment appears. At last we can find the countermeasure to treat the structural unemployment efficiently. According to the thinking above, the thesis studies the forming mechanism of the structural unemployment in China, and tries to find the efficient countermeasure to treat it.On the basis of the deep analysis to the existent research fruit, Chapter one of the thesis mainly builds up the theoretical basis, analyze the general forming mechanism of the structural unemployment, and put forward the definition to structural unemployment. Chapter two estimates the development and present situation of the structural unemployment in China from different angles firstly, and finds out that there is structural unemployment in China really. Then analyze the forming mechanism of the structural unemployment in China deeply in terms of three periods, put forward the main factors that influence the flow of labor force is ability barrier, system barrier and culture barrier. Chapter three researches the countermeasure mainly from the angle of ability barrier and system barrier, put forward the view that the policy selection to overcome the system barrier is to correct the phenomenon of government failure at first, and then put forward the view that the policy selection to overcome the ability barrier is the investment of human capital. At last the thesis draws a conclusion that if the above policies can be put into effect consistently, the purpose of treating the structural unemployment in China efficiently can be realized.
