As a new model of administration research, the current study of administrators not only challenges the traditional bureaucratic model, but also brings about new highlights of the administration research in response to the strategies and values of the post -bureaucratic model. Actually, the topic(Roles and Qualities of Public Administrators) discussed in this paper has drawn more and more attention of researchers. As far as the academic situation at home is concerned, however, thestudy in this area has just started. Based on known concepts about public administration and workable theoretical framework, some unprecedented approaches have just been introduced and absorbed. But very few achievements have been made in this research area. It might be said that the topic to be dealt with in this paper would have theoretical significance of its own.Public administration research, as a new discipline, aims at providing public administrators with knowledge, techniques and strategies to solve public problems, to meet public needs and to deal with public affairs in order to establish an imperials, efficient, responsible and successful government. In the light of this purpose, public administrators are expected to meet the needs of reestablishment of government and to make greater efforts to set up a capable government. It might be said that the study of roles and qualities of public administrators has also great practical significance.The paper itself consists of five parts. The basic logical structure is as follows:Part One deals with the relationship between public administration andgovernment achievements which draws forth the discussion about the importance ofpublic administrators' qualities. From this part much inspiration will be derived,especially for the investigation of such social phenomenon in china as "Publicaffairs with non-admistration; and Administration of non-public affairs".Part Two discusses the roles of adminstrators and administrative techniques by the way of studying relevant literature which shows that much research has been conducted before on the roles and techniques of administrators. Those published achievements are great value for the present reference. That's why this paper sorts out and reviews the literature about the roles and abilities of administrators. The part starts with the classical works of Mintzberg and Katz. The former classified ten kinds of roles of administrators and the latter defined three administrative techniques. The theories formulated by these two great masters in 1970s provide an important theoretical framework for further studies. Then this part also offers an introduction to some other scholars' practical research in 1980-1990 on the roles and techniques or administrators and their achievements.Part Three makes a deep study of the qualities of public administrators mainly in three aspects: political administration, resource administration and program administration.Part Four deals with the roles and qualities of administrators in the administration of public personnel resources.Part Five is a summary which points out that the study of administrators' roles and qualities and the exploration of the ways for the development of those qualities should be the most important concerns of the experts at public administration at home.The originality of the paper is as follows:First, its originality is reflected in its new approach. In terms of its source, the administrative power comes from both the higher level and the lower level. The Chinese administrative system claims that the administrative power belongs to people. In reality, however, the lower administrators are just responsible for thehigher ones level by level. As a result, there appears an abnormal relation just as that between the trustor and the agent in the exercise of administrative power. This problem is getting more and more serious.
