According to Temporary Regulations for State Civil Servants, in our country, civil servants can be classified as two: Leading Post and Non-leading Post. The former is elected or selected openly by Electing Law, Organizing Law, and Regulations for Selecting Party &Government Leading Cadres; the latter is tested and chosen by Temporary Regulations for State Civil Servants. In principle, the leading post civil servant should have been appointed by a general election, while in practice they weren't because of the affection of historical factors. The 16th Party Congress Report point out: "Developing socialistic democracy and building socialistic political civilization is the key target of constructing perfect comparatively well-off society ", "We must pay more attention to institution construction. The socialistic democratic politics should be standardized and systematized." Obviously, direct election is the only means to realize these targets. Marxism thinks that election is the only right means to prevent social public servant transforming into social master. The author supports step-by-step reform, he differentiates and analyses two key words: election system &selection system, then he draws a conclusion based on the practice experience of election innovation. That is: Though the leading post civil servant is selected and appointed openly at present, in the future, it will be appointed by a general election. Direct election is an ideal and practical model for the cadre system reformation.
