Developing at a high speed with rapid change in technological change and economy, various kinds of organization face deterministic challenge of environment, therefore the function of crisis management display more useful day by day.In the past more than 20 years, China is one of the highest countries of economic growth rate in the world. But develop with economic high speed, a series of social concern gradually apparent to reveal out, and there are more and more serious trends. These questions have become the social potential crisis in our country, some accidents will cause the regional or nationwide social crisis most probably.The crisis management includes the management in advance, in the thing and all respects afterwards of crisis. For effective strike the spreading of the calamity of crisis, maximum reduction losses, the action must be swift, so as not to delay good opportunity. The management in advance of the critical incident seems particularly important.This subject, according to the relevant policy of new system economics and new socioeconomic, analyzes the social system and researches our government crisis management system as per the relevant theory of Management.As everyone knows, any kind of economic phenomenon exists in certain social environment, so cast aside social factor, simple to probe into economic question often loses the meaning in practice. This subject attempts to find the intersect between economics and of sociology by using knowledge and method of economics analysis to the social phenomenon, and then puts forward the countermeasures in terms of management and economics.
