A Study On The Policies And Measures Of Offering Employment Assistance To 4050 People In Tianjin

Employment is the basis of people's livelihood. Under the precondition of the long-standing contradiction that the supply of labor force exceeds the demand, the employment problems turn more and more outstanding due to the reformation of economy system, the adjustment of economy structure and the acceleration of the industrialization progress in china. Among those problems, the employment of the relatively aged unemployed people (generally the female aged more than 40 years old and the male aged more than 50 years old, i.e. 4050 people for short) is becoming the focus. This thesis takes Tianjin as the background, and analyzes the general condition of 4050 people and the current situation of fulfilling employment assistance. Based on absorbing the successful experience abroad of assisting the poor collective with obtaining employment, the thesis brings forward the basic thoughts and detailed policy proposals for fulfilling employment assistance, in order to find effective solutions to the employment and assurance problems of 4050 people and lay the steady foundation for the all-round, harmonic and sustainable economic- social development in Tianjin.There are four chapters in the thesis. In Chapter One, the basic condition and the current employment situation of 4050 people are analyzed through a great deal of basic datum study. In Chapter Two, some original measures for assisting 4050 people with employment taken nowadays in Tianjin are summarized and the existing problems thereof are analyzed. In Chapter Three, based on the study of abroad employment assistance for the poor collective and the historical reformation of employment system in China, it is pointed out that fulfilling employment assistance for 4050 people is a primary one among the active employment policies, and the basic thoughts of this work is introduced as follows: the combination of employment and assurance, the integration of regular employment and irregular employment, the stable transition and the assistance in classification. In Chapter Four, 4050 people are divided into four groups according to the ability of obtaining employment and the detailed policy proposals for offering employment assistance to each group are brought forward.
