Tendering is one of the primary operations of contractors. Selecting the right project and the accurate and reasonable bidding price can make the tendering more competitive and profitable.Based on the large amount of foreign and domestic information, the analysis of current theory and models, this thesis introduces a new thinking and method to make tendering decision according to the characters of tendering. It divides the tendering decision to two phases, projects selecting and bidding decision. The whole thesis is spread from these two phases.Expecting profit is usually employed by contractors to make bidding decision. Profit, which is calculated employing a particular calculating method, can only reflect the profitability of a project under that calculating method, but not what the project will bring on to contractors. So contractors can't always gain the most benefit from the so-called most profitable project. Decision making according to profit can't always be the optimal decision.This thesis presents the definitions of Project Value, a series of decision criterions and the calculation methods of these. Based on these criterions, this thesis designs a method for project selecting and a project selecting decision aided system model. According to this method, through analyzing the change of cash flow caused by a project, Project Value can be worked out. And, contractors can select projects according to the Project Values of them. This thesis analyzes the factors, which affect tendering decision, designs a case-based bidding decision system model. After these study, a Project Tendering Decision Aided System was designed.
