According to OECD's definition, knowledge-based economy refers to the economy that based on the production, allocation, and use of knowledge and information. It is a new type of social economy different from agricultural economy and industrial economy with distinctive features such as knowledge based economic growth, science and knowledge based management, and with information technology as its basis, as well as a knowledge based integration of global economy.The rapid development of knowledge-based economy has deeply influenced international politics on various levels and will continue to do so in the future. On the one hand, the conceptual meaning, contents and forms of concepts such as traditional national sovereignty, security, synthetic national power, international competition, and geopolitics have undergone a series of changes. On the other hand, knowledge-based economy brings also negative effects. The gap between the developed countries and developing countries may expand further; power disparity between different countries would increase in the international community; National information security is faced with a series of threats such as computer virus and intelligent crimes and Internet terrorism and hegemony begins to show up, etc. In order to grasp the opportunity brought by knowledge-based economy and face the challenge, our country should adopt development strategies in knowledge-based economy on the basis of the strategy of renovating the country with science and education, by which, knowledge is respected and emphasis is placed on talents cultivation, support will be given to the development of knowledge-based economy to promote synthetic national power, and protect national sovereignty and security, and prevent the negative effects of knowledge-based economy.
