According to OECD's definition, knowledge-based economy refers to the economy that based on the production, allocation, and use of knowledge and information. It is a new type of social economy different from agricultural economy and industrial economy with distinctive features such as knowledge based economic growth, science and knowledge based management, and with information technology as its basis, as well as a knowledge based integration of global economy.The rapid development of knowledge-based economy has deeply influenced international politics on various levels and will continue to do so in the future. On the one hand, the conceptual meaning, contents and forms of concepts such as traditional national sovereignty, security, synthetic national power, international competition, and geopolitics have undergone a series of changes. On the other hand, knowledge-based economy brings also negative effects.
