Conflicts Between Cadres And The Masses On Levy Of Tax And Fee In Rural Areas

In rural areas, the change of levy system has greatly changed farmers' profit. This increases the conflicts between cadres and the masses.The ambiguity of property rights of land, malpractice of administration, barriers between town and country, and drawbacks of the levy system itself account for the increasing conflicts.Improving the cadres and the masses relationship, is the important promise of carrying out the Party's rural policies; it also is the necessary requirement of maintaining the stability of the total society; it is the necessary requirement of solidifying the Party's reigning status and national regime as well; and it raises the imperative and detailed requirement of politic system reform.To improve the cadres and the masses relationship, the property right of land should be explicitly defined so as to ensure the rights of farmers; administrative measures and the levy system should be improved, farmers should be able to move between town and country freely. Standardizing the implementation of levying and enhancing supervision are of the most important.
