In the situation that the financial revenues are insufficient, a large province of agriculture like Anhui Province still carries on the investment manner of the human capital in the more cost , and the investment of human capital also far exceeds the investment of agriculture. From this,we can find the research of human capital is a necessary subject which talks about promoting national economy increasing fast and steadily after economy enters a new developing stage . It is not only a need of economic development of our country but also the more important thing to stimulate the increasing of the human capital,because it concerns the economic sustainable development of our province. Though various changes are taking place in the world economy environment, the present economic competition among various countries are becoming more and more fierce. In fact,the competition have already been turned into competition of human capital , so the demand for human capital in every country is still urgent. Nowadays, after our country has joined WTO , our country should catch such a good chance , develop the advantage of human capital in a more cost-effective manner, increase the investment in human capital. The research about contribution of human capital will have a very realistic and essential meaning. This research use quantitative analysis and qualitative analysis, standardize analysis and real example analysis. This research rely mainly quantitative analysis and real example analysis. The research analyses enormous function and potential function of manpower capital in economic growth from different angle and aspect. This research makes use of two kinds of productive model. Object of research is the educated people in Anhui province. The research has studied the direct contribution of the human capital deeply and systematically from the microcosmic aspect, after so, the research analyses benefit of education that form human capital. On the basis of the above two kinds of research, finally, the research put forward corresponding system measure and solution. The first,the research work out direct contribution of human capital according to outside model. The second, the research work out indirect contribution of human capital throng comparing effective model of human capital with outside model of human capital,then the research ease compute total contribution of human capital. The third, the research studies on effectiveness of investment of human capital. Finally ,the research draw the conclusion that effectiveness of investment of human capital is lower throng comparing effectiveness of investment of human capital with effectiveness of investment in agriculture. Two models of human capital need know total amount of human capital and fixed capital. When the research computes total human capital, the research selects the way of educated time that is applicable and easy from a lot of ways, succeeds in estimating the present existed number of human capital in Anhui province. As to sum of fixed capital, the research adds old fixed capital to new fixed capital, then deducts depreciation, last receives the present total sum of fixed capital. After the research considered the characteristics of every period in the course of computing the rate of depreciation of the fixed capital, the research synthesizes research results of other scholars, then provides a rational rate of depreciation of different period. On the other hand, the research prove that indirect contribution of human capital equals that contribution of human capital in effective model deducts contribution of human capital in outside model throng analysis of effective model. Comparing every year contribution rate of fixed capita with very year contribution rate of human capital, the research concludes that contribution rate of human capital is more than contribution rate of fixed capital, but in recent years,contribution rate of human capital is lower than contribution rate of fixed capital.
