By the methods of on-the-spot investigation, interview, questionnaire and comparative analysis, this thesis made an investigation, evaluation and diagnosis on running status and effect of various human resources management's links in Xi'an Jeer Telecom Co. Ltd. From it, we discovered and pointed out a series of problems occurring in the human resources management of this private enterprise: the policy and rule's illegal and unreasonable of human resources management, the serious unstable of firm's organization structure, the lack of job analysis, the ineffective recruitment, not wholly signing the labor contracts, the weak training teachers, walking with difficulty in clerks' performance checking-up, the incapable motivation and its bad atmosphere, the unreasonable reward structure and its injustice, the clerks' moving too frequently and its illegal, the disorder management of human resources' information etc. Aimed at these problems, the thesis applied the theories of hypothesis of human nature, investment of human capital, psychological contract, motivation theory and other human resources management theories to make a further analysis and research. Then according it, the thesis put forward the designed solution plan to settle and improve the human resources management of Xi'an Jeer Telecom Co. Ltd.: correcting the personnel "law" (personnel policy and rule), stabilizing the firm's structure, unfoldingthe job analysis, strengthening the recruitment's organizing, revising the labor contract, enhancing the training teachers, building up the performance appraisal system based on computer network, restructuring the motivation culture, adjusting the reward's structure and paying attention to its justice, normalizing personnel moving, perfecting the human resources information by the use of computer, and so on. In the end, the thesis put forward the carrying step and keys of the designed solution plan. Meanwhile, it gave some proposals of own proceeding from ensuring the plan's carrying smoothly and effectively.
