Going on with the deepening of state-owned enterprise reform, the segmentation between principal and subordinate business has been one of the main measures to lighten the burdens of enterprises and bring them out of difficult situations. As a large state-owned group corporation, China Petrochemical Corporation also endured the pressures of segmentation between principal and subordinate business, restructuring of enterprise business and reposition of redundant personnel, downsizing for efficiency, reduction of labor cost, and improvement of integrate competition ability. Research and engineering units that have certain viability must necessarily stand in the breach, and have become the principal part in the petrochemical enterprises' restructuring of enterprise business and reposition of redundant personnel. Jinan Lianhua Petrochemical Engineering Co. Ltd (abbreviated as JLPEC in the following text ) which reports to Sinopec Jinan Company established as a result of restructuring of former Jinan Refinery. At the beginning of restructuring, The company must solve the following important problems, that is, how to adapt to the changing environment, how to develop market and how to blaze a path for small engineering company to subsist. Combining with the actual problems that JLPEC faced in the restructuring of enterprise business and reposition of redundant personnel, this paper comprehensively analyzed the engineering consulting vocation, especially the market competition environment of the engineering units which subject to petrochemical corporations and the inner resource of JLPEC using the strategic management analysis and research methods. This paper analyzed the inner and outer factors of the company using Analytic Hierarchy Process (AHP), and then determined the JLPEC's strategic development directions and formulated the solutions to strategic development by SWOT analysis, evaluated each solutions and made a strategic choice using QSMP methods, and finally gave some actual countermeasures and proposals for strategic implementation.
