Administrative guidance was firstly born in Japan, then spread to main market economy countries, such as the USA, UK, France, Germany. Respecting administrative relatives' will as its premise, administrative relatives' identity and participation as its form, administrative guidance is a soft management pattern of decentralization, not only does it do good to the transformation of government functions and the development of administrative reforms, but to promoting the administration democratization. The theory of "governance" currently in effect deeply provides theoretical foundation for the development of administrative guidance. With the development of socialism market economy, administrative guidance has widely been applied in China's economic and non-economic fields, but has also got lots of problems in practice. By expounding the theoretical background and practical significance of administrative guidance, making a comparative study on Japanese, American and German administrative guidance and analyzing China's administrative guidance's problems and reasons, this article tries to provides a train of thought for innovating China's administrative guidance from these three angles: transformation of administrative thoughts, transformation of administrative pattern and construction of governmental responsibility.
