Comparison And Analysis Of Policies On High-New Technology Industriesat The Provincial Level & Optimization Studies On Related Policies In Anhui Province

At the beginning of 1990's,Chinese government made a strategical decision to facilitate the development of high-new technology industries in order to meet the challenges bought by the New Technology Revolution. Especially, the emergence of National High-New Technology Industry Zone greatly promoted the combination of science and technology with the economic and social benefits, and inspired the local governments' enthusiasm and initiative to develop high-new technology industries. Since the middle of 1990's, the local governments began to make their policies to develop high-new technology industries according to the local characteristics. In system-innovation and function-transition, these governments are competing with and studying from one another as well as catching up and overtaking one another. After ten years' quickened development, high-new technology industries have become the new growth points for regional economy, making great contributions to fostering new supporting industries and bringing along the development of regional economy. The status and function of local governments are gaining importance, but the studies on the local policies are not enough, as a result, the problem of "government malfunction" still exists in the development of these industries. In order to expedite the development of high-new technology industries in Anhui province, we must get rid of malfunctions, while establishing a promising government by referring to others' experience and innovations, so that we can gain advantages and competitiveness for the development of high-new technology industries. Based on the theories of industrial economics and the studies on the development of high-new technology industries, this paper, comparing the policies to support high-new technology industries and the measures to optimize the environment of Beijing, Shanghai, Guangdong (Shenzhen included), Jiangsu, Zhejiang, and Anhui, analyzes the differences of the policies on high-new technology industries between Anhui and other provinces, and then puts forward several proposals for Anhui to accelerate its development of high-new technology industries, so as to impel the continual and healthy development of Anhui's high-new technology industries.
