Finland, a small country in North Europe with a population of only 500 million, is rich in great economic power, and leads the world in high and new technology andproducts in many industries. A report ------The Strategic Researches of ChineseModernity ------jointly finished by the scientific and technological sector of ourcountry, the academy of sciences and the national committee of natural sciences fund, puts out that: of all the 24 countries which have entered the track of modernity (i.e. information society), Finland is the second of all, only after America. Nokia—the biggest production manufacturer of mobile phone —is one of the most famous enterprises of this country. However, many people don't know that: twenty years back, Finland was the second class of European economical development, and Nokia at that time was only a regular enterprise manufacturing rubbers and cables. Then what had happened behind the upsurge of this country and this enterprise like a mythology?This paper tries to analyze the reason for the upsurge from the viewpoint of innovation. Firstly, Finland's economic development is in fact the result of great change of techno-economic paradigm which is actually a type of technological development, but a technological development of so great scale that has broad influence to almost all the economic sectors of a country or an area and dominates the patterns of economic increasement, track and scale in a certain periods. Whether the techno-economic paradigm can be surmounted is a problem tightly connected with the working result of national innovation system. Considering the fact that Finland is not a big country and Nokia has an important position in Finland's national economy, the analysis to Nokia's innovation will begins with Finland's National System of Innovation which is the outer environment of enterprises innovation having an important role to the development of enterprise innovation. Secondly, this paper based on full and accurate examples and data with the unity of innovation theories and the special instance Nokia, thoroughly reviews the innovation process of the enterprise Nokia, and profoundly analyses the system and modes of Nokia's innovation administration, the innovation of Strategy, technological process, organization andcooperate innovation etc,, reveals the enigma that Nokia enterprise can keep powerful innovation and lead the direction of technology development, and then from these analysis infers some general laws which can be generally used. At last, this paper briefly analyses the present situation and deficiency of the new mobile phone industry of our country, and brings up my owned opinion and suggestion.The innovation of the thesis lay in combining the new Schumpeterian theory of economic development with case of innovation of Nokia. As far the data of domestic and international that I collected, there are very few data on this subject, and most of the theses on Nokia at present only involve management and marketing. Many materials confused by prosperity of Nokia, have fallen into a kind of pattern which make propagating introduction for Nokia. Whereas Nokia faces the decrease of market occupation rate in 2004, the numerous of criticizing management of the Company of Nokia have appeared. It is necessary to break down this strange circle. Without visual angle of innovation theory, we can't carrying on objective research and uncover the deep factor. In other word, we should treat success or failure of Nokia with more rational attitude. So I think this is the innovation of this paper.Nowadays, our country is carrying out the strategy of rejuvenating the nation by relying on S&T and sustainable development, and high and new technology such as information industry etc is fast unfolding, so if we can learn some related experience from Finland and Nokia's success, the goal of this paper is attained.
