Analyzing and designing of model base, data base, method base and knowledge base for management and decision making in network circumstance have been pointed out.At first, the purpose to develop and research DSS system is to enterprise establish decision analytical system and provide a pre-analysis for business operation in enterprise, at the same time to value the benefit of historical business operation. Second, It's purpose is to solve the problem of disagreement in production command system and to analyze the data using former data resource, in order to establish intelligent system of enterprise management and finally to strengthen the market competition capability.The enormous promoting effect that the computer management information system brings to Changcheng Steel is well known, but the market competition is becoming sharper day by day, so the leader at all levels in our company can't be satisfied with the all kinds of datum and statistic report provided by computer management information system, they are urged to investigate the law of vocational work and the development tendency of market from a large number of vocational datum given by information management system, and obtain the decision-making information for taking part in the market competition. To meet this need, we established a set of complete computer management information decision-makingsupporting system on the basis of existing computer management information system by using system engineering, model technology, data base and data excavating technology, so the competition capacity of Changcheng Steel has been increased.During the development of DSS system, motivated by the principle -design and develop while becoming effective, we made every effort to meet the needs of practical vocation development, and paid our attention to combination of the technical personnel, managing personnel and vocational personnel by using the model of "research -design-test-feedback-modification-improvement-spreading", in order to improve and perfect the DSS system in practice. The results showed that the application effect was fine.
