A General Study On The Notion And Means Of Construction Of Economic Belt And Ecological Defense As A Whole In The Upper Reaches Of Yangtze River

The upper reaches of Yangtze River are a region where economy is lagging far behind the whole country and ecological system is fragile as well. In large-scale development of the west region, this region assumes missions of building economic belt and building ecological defense. So how to foster growth poles, which are connected by economic belt to play a leading role in economic development in the whole region, on the basis of protecting ecological system and the environment, and simultaneously how to recover ecological functions and construct ecological protective screen to defend the lower reaches of Yangtze River in modernization and industrialization, has become an urgent theoretical and practical problem. At present the upper reaches of Yangtze River give top priority to boosting economy, which brings absence of bodies to create ecological defense, slowly recovery of environment and proceeding new ecological destruction. So we must consider economic belt and ecological defense as two parallel systems, and analysis the relationship and conflicts between them in a larger system only consisting of them, so as to coordinate them and precisely scheme for them. This is the only thing we can do to make a great achievement. In such circumstances, we set up a project named " a Study on the Construction and Mechanism of Economic Belt and Ecological Defense in the Upper Reaches of Yangtze River ", which has been approved to be the "national-fund project for social science". The author selects former part of the project to make a thorough study.This dissertation firstly defines the notion of construction of economic belt andecological defense as a whole in the upper reaches of Yangtze River, and describes and analyzes the prime matters, that is the regional positive externalities of ecological defense in the upper reaches of Yangtze River and who is responsible to build them. Secondly the essay discusses the essential conflicts between building economic belt and building ecological defense constaneouly, which includes the conflict between economic growth and environmental protection, the conflict between global goal of central government and regional goal of local government, the conflict arriving from benefit and loss allocation between the upper reaches of Yangtze River and the lower reaches of Yangtze River, and the conflict among regions in the upper reaches of Yangtze River. Thirdly at the basis of studying the overseas large-scale development of backward regions with fragile ecological system, the paper states the main avenue to building them simultaneously. And in the last part of the paper, the author puts forward the scheme of policy and measures to build economic belt and ecological defense as a whole, and puts emphasis on how to concretely associate them by allocating productivity and upgrading the industrial structure.The paper tries to advance five original points as follows:Firstly the paper regards the economic belt in the upper reaches of Yangtze River and ecological defense in the same region as a whole to systematically study the general notion of it, and defines the meaning of building them simultaneously.Secondly, basing on the regional analysis, it presents the peculiarity of building the ecological protective screen of upper reaches of Yangtze River, which means regional positive externalities. This would theoretically avoid considering building the ecological defense as protecting the environment in the course of developing economic belt in the upper reaches of Yangtze River.Thirdly it clarifies the bodies at all levers to create economic belt and ecological defense as a whole in the upper reaches of Yangtze River, and arouses enthusiasm of bodies through formulating their duties and obligations.Fourthly it points out the essential conflicts between building economic belt and building ecological defense synchronously, which explains the deeply-rooted reasonswhy environment deterioration proceeds and ecological functions is recovered slowly.Finally, under the guidance of the scientific viewpoint of...
