Total budget management (TBM) is a comprehensive management system, which reflects the results of operation and financial management in value and practical material during the period by means of scientific prediction and decision-making. The total budget system has been paid more attention and will be a useful tool to promote the business comprehensive management level. The article explores the best practice of the total budget management and tries to make it a sharp sword to meet the requirements of business strategy and integrate the business resources.The article can be classified into twelve chapters. There are two parts that covered the main idea of the thesis. From introducing the framework of the total budget management, the first part clarified the concept, contents and processes of the total budget management. And then put forward the notion of the TBM's best practice combined with the status of TBM development in China. In the second part of this article, the TBM system is devided into nine process modules on the basis of the understanding of TBM's best practice. The ideal state of TBM is established by means of indicating the key points of the best practice of each module. These nine modules include: organization, target enactment, budget system, budget compiling, budget excution, budget controlling, analysis, feedback and adjustment, examination and evaluation.
