The project of government investing takes for a large proportion in the national infrastructure investment, of which some relate to the national economy and the people's livelihood. Following the fast development of the constructing industry, the problem in the government investing projects is extrusive increasingly, of which the ultimate reason is that the property right of projects is not transparent, the tender management system is backward and the bid-evaluation method is not scientific. The solution to these questions is the common attentive topic of people of all circles.This paper analyses the tender mode of government investing projects and the actuality of the tendering pattern, as well, learning from the common method of the tender management of the international government projects, it sets up a new project management mode-the tender mode of entire course agency to improve the management level of government investing projects, condense owner's mechanism of construction management and exert owner's function more sufficiently.More over, this paper expounds a variety of national bid-evaluation method for construction project and put forward a bid-evaluation thread in AHP according to our constructing industry actuality, besides, it gives the concrete operational method and procedure. The method of AHP is simple to apply and scientific, and it is also able to decrease effectively the subjective liberty, so offers a reliable way for the high quality tender of government investing project.At last, it makes an example analysis of entire course agency tendering mode and bid-evaluation method in AHP, according to the project of Zhuzhou Waste Water Treatment Plant.
