Based on the basic theory of industrial cluster, this dissertation makes a concrete analysisof Changchun's auto industrial cluster and its status quo, which attempts to give somesuggestions on governmental regulation for promoting the development of this cluster. Forthis purpose, this dissertation is totally divided into three parts. The first chapter shows the main connotation of industrial clusters and characteristics ofauto industrial clusters, and also analyzes both the superiority of auto industrial clusters andthe condition of auto industrial clusters at home and abroad. Moreover, this part also pointsout the main value and vision of geographer's study on industrial clusters. In the second chapter, the author analyzes comparative advantages of auto industrialcluster in Changchun and its cluster elements such as suppliers, related services, supportinginstitutions, etc. Using Poter's competitive advantage mode, the author then makes anconcrete analysis of the four elements of auto industrial cluster in Changchun, and indicatesits basic superior and inferior in competition. In the end, this chapter analyzes this cluster'sfive main predicaments, which influence its development negatively. The last chapter points out essentiality and basic approaches of government regulationwhich are based on cluster-based polices' theory and cluster's lifecycle theory, and givesdetailed suggestions on policy regulation of Changchun's auto industrial cluster. at the sametime, the author provides the main models of government regulation. This dissertation draws conclusions that the main puzzles of auto industrial cluster inChangchun are low standard of industry matching, problems in local innovation milieus,deconcentration in location, and disharmony of organizing. Government plays an importantrole in solving these problems. Cluster-based policies should aim at problems as well as goals,such as taking measures to prolong cluster's lifetime, to enhance its competition, and heightenits region influences. The primary approaches adopted there include theory research, data investigation, andconsulting experts. Theory research is to have informal discussion with experts, so as to getinformation and related data. Comparative analysis is to synthesize international researchesand practices, which can be used for references.
