The Study On Municipal Infrastructure Construction Financing Item-differentiating Mode In China

Capital is the lifeblood of the urban construction and the kernel one in good many factors, which confine the urban infrastructure. With the infrastructure development, it is necessary to solve the bottleneck factor-capital.This dissertation systematically analyses the property , the character and the category of the infrastructure's productions and servings, based on the systematic analysis on the concept of the urban infrastructure.On condition that the flow of national income and the structure of the capital sources are changed greatly, this dissertation adopts the methods, which combines the demonstration methods and the criterion methods.First ,based on the public goods theory ,this dissertation analyses the capital sources of the urban infrastructure from the government finance point and expounds reason of government intervention, the form of the production and points out the government investment and financing should choose the infrastructure.Based on the characters of the urban infrastructure projects and using overseas experience as a reference, this dissertation dissertates the basic operational process about the investment and financing way the BOT.The porous of this dissertation is to build the system and way of the investment and financing about the urban infrastructure and eliminates the bottleneck, advances the development of the urban infrastructure construction.
