Based on fact finding on the current agricultural production structure of the dryland farming Hilly area Ling Dong Nan, the author analyzed the flow of energy and material of the irrigated region by the method of input-output, identify the superior industrial which promote economical development rapidly of the three banner and cities by the Grey relating degree method. Based on the resources, adjusted tactics were put forward, building optimium adjustment modle of the structure of agricultural production which binded and disjointed agriculture and animal husbandry in view of the three Banners by liner programming method. The concreted tudy result as followed: Resource potential analysis showed: latent protentialities for increasing production was considerable in the three banners. Among which, latent protentialities for increasing production of potato was the largest, and water was the restrict factor to the potato. Secondly, in Mo Banner, maize was better, and temperature and water are the limit factors. In A Rong Banner and Zha Lantun city, the largest latent protentialities for increasing production was wheat, which restrict factor was water and soil fertility. Total input and output energy all appeared increasing trends in farm ecosystem, and ratio of total output to input energy was in flutter condition, which indicated that the efficiency of the system energy increased gradually, but undulate; Ratio of inorganic input to total input energy was higher, over 75%, the fertilizer was the most of all, the ratio of organic to total input energy was lower, under 25 %, the ratio of organic to inorganic input energy was out of balance in the farm eco-system, which indicated the farm ecosystem self-sufficient ability was low. The ratio of total output to input energy as all above showed that the farm ecosystem was the output energy system. The nitrogen and phosphorus circulation were positive equilibrium only in Zha Lantun city; nitrogen, phosphorus and potassium were negative equilibrium in farm ecosystem circulation. Thus, input was insufficient and the farm ecosystem material cycle was unreasonable, which still at a robbing management way. Futher determine the superior industrial for the three banner and cities by the Grey theory. The result indicated that: â‘ plant and animal husbandry were superior industrials in Mo banner and in Zha Lantun city; at A Rong banner was plant and forestry. â‘¡the effect of essential production factor to the total output value of agricultural In plant: the largest effect factor to the total output value of agricultural was fertilizer in Mo banner; In A Rong Banner and in Zha Lantun city, the largest effect factor was the annual rainfall. The effect of the livestock inventories to the animal husbandry: the largest effect factor to the total output value of animal husbandry was the amount of sheep livestock. â‘¢Analyzing countryside industry structure to per capital GDP, the first industry output value was the largest effect to per capital GDP in A Rong Banner and Zha Lantun city, the third industry output value was the largest effect to per capital GDP in Mo banner. According to the agricultural production structure in this region, by using the liner programming, the optimum adjusting strategy was put forward. Economic results, ecological results and social results of the bound developing model of agriculture and animal husbandry are all superior to of the developing model which disjointed. Should increase the amount of the milk-cow, in Mo banner, A Rong banner and Zha Lantun city, the amount of the milk-cow come up to 27.8 thousand, 25 thousand, 55.1 thousand respectively. And maintain the amount of oxen and sheep. Decrease the amount of pig step by step, suitable scale of raising pigs are 124.5 thousand, 123.4 thousand, 130.1 thousand in this three banner and cities. Increase the plant area of field corn and industrial crops with the guarantee of the yield of grain.
