The Study Of Administrative Action Ethics

Since long, the science of administration mainstream in constantly, unceasingly stressed that law, system, organization, efficiency and so on. We only believed that the good system can create "the good person", not willed to believe that the administrative person's morality moral character, the conscience and safeguard by themselves. Therefore, on the one hand the precise legal and regime were constructed day by day, on the other hand the administrative action which is corrupting ascended day by day at the same time. I believed that the administrative government by law construction is no doubt important, but modern administration's standard besides government by law construction, but must resort to the morality moral character and the value concern.This article has studied the administrative action two bodies' ethics principle which follows in the administrative action process. As a public organization the government not be able to pursue efficiency like the enterprise, on the contrary the government must take under the premise which is "the public person", we induces the government administrative action ethics principle. Namely fair is the government administrative action's fundamental principle, it is goal of the government existence; Serves first is the government administrative action's most important principle. Now the public device and the service are "the body" and "uses"for the government two aspects, but "uses" is most important. In the administration deciding after deliberation under freely is inevitable premise, public administration personnel when he choices administrative action has ethics difficult position. To solve ethics difficult position in administrative action chooses the means is, administrative personnel's ethics quality must be moral administrator's intrinsic request. Only moral administrator can follow the administrative action to choose ethics principle, namely pursuing fair and justice, practicing democracy and willing public servant. In brief, this thesis is from ethics angle analysis administrative action, we propose ethics principle of the administrative action in administrative action process to two administrative bodies.This thesis is divided into three parts to support the argumentation:The first part, administrative action's ethics attribute. The analysis administration and ethics relations, limit administrative action's ethics factor, pointing out the significance of the study administrative action ethics.The second part, administrative action's ethics analysis.Which ethics principle should be followed to two bodies in the administrative action process that we analyse specifically in this part.The third part, administrative action ethics construction. Administrative action ethics transforms the practice by the theory also to have the corresponding construction, includes specifically:The government administrative action inspects the new standard; raising moral administrator; the society supervises.
