In China, science the Copyright law enforced, copyright becomes one of the necessary right in our daily life and the copyright also used by the authors themselves. but the copyright system also has its own special things that is the system of the copyright collective management. when the authors rights been violated by others or they can not do these things by themselves, the copyright collective organization can finish it, this is the reason that the organization can development quickly. But that the same time we hear another sound in our society that is the copyright collective organization becomes more and more monopoly with the development of the society. of course some of this dues to the absence of the management from our government. this will be mentioned below. the development of science and technology makes work users and use modes change quickly and differently, authors should spend more to safeguard their rights, so the copyright collective organization becomes more useful and it is also an important part of our modern copyright law. In China, the collective management of copyright organization is a single national organizations rather than competitive collective management of copyright system, it takes the organization to monopoly in some field.. this makes us feel that whether the organization will promote or low the price for using authors works and the work user can mot find a useful way to safeguard their benefits if their rights been violated by this organization. many times we enhance the way to safeguard the authors rights, In the other hand, we can not mention the workers users rights, so if the users right been violated by this organization, many times they have to bear it or can not do nothing. because in front of them is a national law established organization which supported by the government. At the same time , the system to protect the users becomes more and more weak. This paper firstly points out that our current copyright protection existing problems, and then in order to overcome these problems, we give the new concept of the users organization, firstly we define this concept, secondly, the paper analysis the way to overcome these questions. the article analyzes the establishment of user organizations, and the user organizations ideas, then defined from an monopoly of the aspects such as the abuse, analyzes the domestic at present the main method of solution, and then try to establish a collective management of copyright organization of it .corresponding with the same legal status and rights organization - works user groups, balance the interests of the copyright owner and user relationship between users of that works in the right when using a work also protected by law. Though the workers users organization is a new concept under the background of the development of economy, especially our consciousness to safeguard our necessary right becomes more and more strongly, we should safeguard the authors right and the users right at the same time. and only based on this way, our works can spread widely and the authors can have more passion to create more works.
