In recent years, with the accelerated rate of urban evolution, volunteers take more and more active part in various major international events, business, schools and community. As a result, voluntary services become an important and external display window, as well as a major driving force, for economic development. With voluntary services from simple to complex, from amateur to professional, volunteer management, also from in-order to out-of-order, has accumulated valuable experience. In May 2010, the World Expo held in Shanghai, conscientiously sum up experiences,identify problems, draw useful elements of foreign volunteers managed to facilitate the effective development of our social resources into full play the enthusiasm of volunteers, the Shanghai World Expo will do preparatory work, casting and enhance the spirit of the city of Shanghai and China; further promote the sustainable development of our volunteer services.In this paper, literature review, interview, empirical analysis, the characteristics of volunteers and management from start to explore the process of volunteer management, volunteer organizations on the domestic and international mechanisms, the training mechanism, evaluation mechanism, incentive mechanism safeguard mechanisms, so a comparative analysis, combined with Shanghai volunteer activities, volunteer management identify problems and gaps and put forward countermeasures.First of all, note the purpose topics.
