With the surging tide of reinventing government in Western Countries , the governments are introducing the movement of the private sector management theory and method to reshape themselves. Practice has proved that performance appraisal is one of the important tool of government performance. With China's administration system reform, performance appraisal has become a method for accelerating the transformation of government functions, strengthening the construction of service-oriented government and proving government efficiency.Our local bureaus are function departments of local governments for tax collection and administration. The taxation scope covers the production and life of the local inhabitants. So the appraisal of civil servants is very important, especially the grass-roots civil servants' who directly facing the public.This article puts the grass-roots public servants of the local bureau as research object. First of all, this article analyze the local tax system and the strategic goals; this article analyze the main responsibilities of the grass-roots public servants of the local bureau secondly; this article uses the Balanced Score Card and Key Performance Indicator to formulate a performance indicators system of grass-roots public servants of the local tax bureau in order to fit for the realities lastly. It is hope that by doing so to improve the quality of taxation collecting and to provide reference to the local bureau of other cities such as XinYang city.
