The assessment of the civil servant is the administrative organs that according to the civil service management authority, and in accordance to the relevant provisions of the civil service, regularly to investigate and evaluate the civil servants of thought moral character, working behavior and efficiency in comprehensive.Evaluation is the key link of our country civil servants management system. It provides reliable and objective basis for civil servants of staffing and post fluctuation, rewards and punishments.it is also the key factor of civil servant to improve work style and Grassroots governments at all levels to improve work efficiency, do well in Completes the civil service management; Although the current our country civil servant's performance assessment of the basic framework has been established, But our country civil servant's performance assessment still exist some problems, most of these problems are formation by system defect. These questions caused the current civil service exam system difficult to operate and effective to operation. Therefore, it is necessary for our country civil servants performance assessment system to do in-depth research.Due to the importance of the basic unit government functionaries' assessment in our country, this paper expounds the civil service examination system present situation. And take example for civil service performance appraisal Yingtan municipal, this paper analyzes the problems and reasons which existed in the civil service examination.On the basis of the analysis of the current developed countries for general application performance management and performance evaluation method, based on our country civil servants, and compares the Civil servants evaluation system of China, in order to constructing scientific and effective civil service performance evaluation system, and puts forward related countermeasures and measures.
