A Study On The Improvement Of The Credibility Of Government

Government credibility refers to the public trust degree in the performance, credit and administrative abilities of the government, embodying its influence on the society and mirroring the concerns of the public for its performance, image and reputation. It also reflects the satisfaction and faith among the public for the government and its performance.The political legitimacy of the government largely depends on its credibility upon which the construction of the social trustworthiness system is based. Moreover, it is the good indicator of regime stability and social civilization, which lays the foundation for policies and specific goals of the government. As the core of social trustworthiness system, the implication of the government credibility on the development of the society, even the entire country, is much significant. It is only the enhancement of the government credibility that can continue to strengthen its democracy and legal system, secure the fairness and justice in the whole society and, eventually, guarantee the steady and healthy development of economy. Meanwhile, the growing public trust in government will produce a tremendously positive impact on reducing the resistance to policies, enhancing the implementation effect and lowering the administrative cost. The study on the credibility of Chinese government is not only the matter of academic debate, but the problem that urgently needs to be resolved, especially under the current socialist market economy and political reform process. Foreign scholars have already come up with several theories on the government credibility, including social contract, public choice, public administration and good governance. These academic theories lay the foundation for the relevant research to some extent, and provide helpful lessons for it. With the rise of the new public administration campaign, governmental reforms have been deepened. To enhance their government credibility, United States and European Union chief among western countries and regions, along with a few developing countries, take various moves. Transforming and improving the information resource management style of the government is the important one. Government information resource management refers to relevant activities for government information contents and several factors (personnel, capital, equipment and technology). These activities include planning, budget, organization, instruction and control. Management and utilization for government information content are the critical part of it. The study on government information resource management derives from the U.S. administrative management practices in the mid-20th. As one kind of management science, it is still in its infancy. Government information resource management also affects the administration. It is closely connected to the enhancement of government credibility. This kind of management science is improved in the course of the practices since it emerges. According to foreign experiences, it plays an important part in enhancing the government administration and its credibility. As for Chinese government, foreign methods and experiences can provide useful lessons, but we also should proceed from our reality, and develop the information resource management strategies to enhance its credibility with Chinese characteristics. Factors contributing to the, decline in government credibility are very complex. This paper analyzes one of the important factors:disadvantages among government information resources management practices. It is only by solving disadvantages of our government information resource management that the public trust in our government can be really enhanced. The specific solutions are to establish information resource: management system (of course, the complete, credible, scientific, efficient and honest system) and feed it with relevant talents. This paper mainly states the current state of our government information resource management in terms of three aspects:the information source, channel and management. It also points out a series of disadvantages and unfavorable effect on credibility among the management. Apart from useful experiences of foreign governments, this paper also derives from our national reality to put forward several measures (in terms of six aspects such as collection, share, publicity and service) to improve our government information resource management.
