System Predicament And Opportunity Loss

The disabled people is a social group with a big population, it is characteristic, and need to be assited. In 2006, from sample investigation results of the second national disabled people and inspection results of disabled people annually, we can see that rural disabled people's basic living had been improved a lot, but general speaking, rural disabled people are lived in poverty, and still exist many problems, such as social security dropped behind, loss of special assisting system, rejection and holdback from taking part in social activities in every field, in additional, rural disabled people's living level is far behind the everage social living level. Accelerating improvement in rural basic living conditions, promoting their basic living standards has become an important and urgent task and to be investigated and resolved. The research on problem of social security for rural disabled people's basic living, not only can support on the theory of rural's disabled people, but also has special significance for promoting living standards of rural disabled people by providing anlysised relevent policy for relevant departments'reference.This research is maily from the angle of System Predicament,and its operation can be divided into four parts:system loss, distorted system, system rejection and system weaken, it adopts theory of social fair, theory of social rejection, theory of social interests etc, according to the second national disabled sample investigation and datas of inspection for disabled living conditions as well as my investigation, which is conludeded from living conditions of Hunan rural disabled people and analysising and investigating the deep reasons for poor basic living conditions of Hunan rural disabled people.The result shows that System Predicament lead to lose of improvement opportunities for rural disabled people, as result of that,they are still in poverty. Therefore, the research discuss system innovation and pushing improvement of rural disabled people' s basic living conditions, putting forward methods and suggestions for resolvement from the field of theory,principle and operation methods.
