The democratization in electing and appointing (Communist) Party and government administration officers is not only an important part and an inevitable result of the construction of the socialist democracy, but also an important breakthrough in the development of the Party democracy. In recent years, although around the country there are many valuable experiences in the democratization in electing and appointing (Communist) Party and government administration officers, there are a lot worth considering.This thesis is about to achieve three objectives by studying the democratization in electing and appointing (Communist) Party and government administration officers at the theoretical and the practical level. Firstly it studies the tradition and the necessity of the democratization in electing and appointing (Communist) Party and government administration officers, because democracy is the core value of modern party politics, and it played a part in electing and appointing officers in ancient China. Secondly it studies the feasibility and the graduality of the democratization in electing and appointing (Communist) Party and government administration officers, because democracy is the political ideal of the CPC personnel work and the impetus to the personnel system reform. Thirdly it studies the scientificalness and the reality of the democratization in electing and appointing (Communist) Party and government administration officers, because democracy should not only reflect the requirements of competition and selection, but also take into account the equity and efficiency.At present, the democratization in electing and appointing officers is facing some bottlenecks and conflicts. It has always been questioned. This thesis presents the direction, the challenges, good relationships needed to be handled, the specific policy suggestions etc, which help to clear objectives and direction of the democratization and to ensure healthy and order of the democratization. That is the reference value of this thesis.This thesis defines the democratization in electing and appointing officers, that is through democratic means to elect and appoint outstanding officers with capability, integrity, outstanding performance and recognition, so that the officer group will be improved, the Party and the people will be satisfied. This thesis also presents the direction of the democratization in electing and appointing officers, that is the democratization is the inevitable trend of the times, and to expand the democracy in electing and appointing officers is a part of the interaction of the Party democracy and people's democracy, and it is the pioneer of the personnel system reform, so the work on it will be deepened. The democratization in electing and appointing officers stands for democratic progress, and it will help to achieve Party democracy and people's democracy.According to the practice and the exploration of the democratization in electing and appointing officers in Zhuhai in recent years, this thesis sums up four basic experience. They are to adhere to the principles, norms, seriousness and efficiency. This thesis also analyzes the difficulties and challenges in front of the democratization in electing and appointing officers, and suggests that there are four relationships should be deal with properly. They are the relationship between expanding the democracy and the principle of the Party assuming the responsibility for officers, the relationship between the democracy hard environment and the soft environment, the relationship between the democratization and the scientific level of personnel work and the relationship between expanding the democracy and strengthening the legal system.In this thesis, four basic orientations are concluded. They are adhering to principle of the Party assuming the responsibility for officers, reflecting the requirement of democracy, openness, competition and merit, fully implementing the Party members'rights to know, to participate, to choose and to supervise, and establishing a new system of personnel work with broad vision, public participation, transparent and good balance. It also figures out the basic approach to the democratization in electing and appointing officers, that is to build up an open system of personnel work, to improve scientificalness and the reality of the public opinion, and to establish a internal and external democratic supervision system.
