During the last decade, real estate has become one of the hottest topics. Real estate industry is one of the pillar industries in the national economy and Zhuhai municipal economy. Thus, the administration and development of real estate industry is an important issue for the government and society. According to the Property Law and related regulations, property (including immovables and movables) become legal effective after registration in the government. The real estate registration is the administrative function which helps to administrate the real estate market, protect the property of the country, collective and people.Currently, the real estate registration in Zhuhai is operated by the unique registration office, Zhuhai Real Estate Registration Center which is supervised by the municipality and handles the real estate registration affairs. However, integrated house and land registration is new affair after the adoption of Property Law and it is still under the development. This article summarizes the development and reform of real estate registration system in Zhuhai; researches problems in current system and proposes four strategies that fulfill the administrative function of the government, present the administration of real estate market, and provide better service to the citizens.First, based on the actual situation, the municipality should formulate applicable laws and regulations to clarify the basic rules of real estate registration: become effective after registration; unified real estate registration system; the verification of real estate registration; advance-announcement registration; the responsibility of registration office.Second, the adoption of Property Law is the legal basis for the government to explore new real estate registration. Integrated house and land registration agrees with Zhuhai's situation. The municipality should reform the real estate registration system, unify the registration offices to a unique immovalbes registration office, declare that the issuer is the municipality government and the real estate office is responsible for the registration affairs.Third, enquiry of registration archive is accessible to the proprietor and legal office currently. Thus causes many conflicts and disputes. It is necessary to establish a new public enquiry system, which includes: 1, clarification of the enquiry coverage; 2, publicize the enquiry requirements and procedures; 3, fee-based enquiry.Finally, to reduce the pressure of the compensation for the staff's fault, the government should strengthen staff's risk awareness and the risk endurance of registration office. The municipality should develop counter system which ensures the risk-resisting ability. Develop the recruitment and training system to improve the staff's professional skills. Reduce the risk via the detailed registration procedures: establish risk control system; popularize the print system; import better integrated system and monitoring system; explore the establishment of insurance and compensation system for the registration office.
