This paper studies the performance assessment of local government, based on the review of the performance assessment practice and theory of the local government departments at home and abroad, mainly focused on the four-dimension-evaluation——the main assessment, evaluation indicators, assessment methods and results, carrying out preliminary comparison and analysis and proposing the suggestions of the performance assessment of local government. This paper utilizes the methods of literature survey and comparative analysis, first discussed that the Department Performance Assessment is in an important position in the local government performance assessment. Secondly, the paper analyzes the characteristics and related issues of the main body of the assessment, evaluation indicators, assessment methods and results. From the evaluation of the main body of the assessment, an internal assessment of the Department Performance Assessment characteristics is the main efforts to increase citizen participation and promotion of third-party assessment. From the design of indicators, the current indicators is in the form of project management design, performance priority, function based, community centers, and object management, etc., and its features include a function of orientation, the combination of generality and individuality, and so inclusive and flexible. From the assessment methods point of view, it mainly contains classification assessment, daily assessment, focusing on assessment and integrated assessment, etc. From the point of view of result-evaluation, methods of result-representation are rating method, the expression of colored zone method and classification. Ways of result-application are economic incentives, excellent and advanced selection, cadre utilization and administrative accountability, etc. Finally, from the aspects of specification of governing bodies, improving evaluation bodies, building function-related index system, strengthening resulting-utilization, etc., the paper puts forward the strategies of improving the local government department performance evaluation.
