This article divides into three parts. In theory, it expounds the connotation ,operating principles,elements, value orientation and the role of government performance management mechanism.While,it contacts concrete practice of our government performance management mechanism to analyze the prominent problems. Based on this view,it explores the countermeasures to solve these problems from cultural approach and institutional approach .In allusion to the misunderstanding and blind spot in the current study on government performance management mechanism,the first part in this aticle analyses the theoretical problems systemically.At first, introduces the components of the management mechanism one by one,including performance evaluation mechanism, accountability mechanism, performance incentive mechanism,the citizen participation mechanism and performance budgeting mechanism.Secondly, concludes our government performance management principle, namely the effectiveness, innovativeness, systematicness and coordination. Thirdly, from the value orientation to discuss management mechanism, highlights civilian-oriented thoughts, social effect and result orientation of the mechanism. At last, proposes the establishment and the perfection of our government performance management mechanism in favour of promoting administrative system reform, improving socialist market economy system, advancing government efficiency and optimizing the interaction between our government and society.In the second part, the paper contraposes existing quite a number of problems with the practical situation of government performance management mechanism, dissects prominent problems. First, performance evaluation mechanism is not science. Second, accountability mechanism is distempered. Third, performance incentive mechanism isn't matching. Fourth, the citizen participation mechanism is imperfect. Fifth, performance budgeting mechanism is not mature.In the third section, researching on the prominent problems,the article seeks the countermeasures from cultural and institutional perspectives emphatically.Cultural approach: rebuilding the administrative culture, Introducing the Company culture, advocating scientific and technological culture. Institutional approach:improving the performance evaluation mechanism, consolidating the performance management accountability mechanism, optimizing the performance management participation mechanism, intensifying the performance management competition mechanism, perfecting the performancemanagement law-based administration mechanism.
