During the past 30 yesrs of reforming and opening-up, Chinese society had been transformated Cities, which were made up of dozens of units in the past, have gradually evolved into entities that were composed of communities.Many things which were handled by the government and units in the past gradually are being handed over to the community, the government-run community service pattern will gradually be replaced by the social worker-centered social service pattern. In addition, as the political and economic reform constantly go deeper, various social problems become gradually apparent. So, the Strengthening social management is particularly important, especially community work as the basis for social management. Construction of professionalization on the social works and the resulting problem of the social workers to enhance the quality attract increasing attention.This paper regards community social workers as research object. This paper regards community social workers as research object, uses "literature research---interview-preliminary competency model--- questionnaire---competency model" as the research route, and studies the competency model. In this paper, firstly, the competency model at home and abroad and the quality of community social workers are studied, which lay the theoretic foundation for this paper and combine with the interview to construct the theorical competency model.We select social workers in S city and carry on questionnaire investigation,with the purpose to verify and correct the theoretical model. Finally, the tested and modified social workers competency model consists of five dimensions:morality, operational capacity, management, communication skills,and twelve competency elements:caring, patient, tough attitude, knowledge structure, learning ability, work skills, analytical summary, research skills, organizational skills, coordination, interpersonal skills and presentation skills.In order to implement a reasonable and effective management for community social workers, and improve the competence of the community social workers continuously.With the purpose to further promote the professionalization of community workers to meet the community, and the author propose the countermeasures and suggestions with micro and macro two angles to enhance the quality of community social workers according to social workers' competence model.
