A Comparative Study On The Level Of Lowest Living Guarantee Of Urban In Tianjin & Liaoning Province

The Lowest Living Guarantee is core of Social Assistance and is one of main projects of Social Security system in China, which plays an irreplaceable and important role in the society and economy. This dissertation is to reveal the implied relationship between the expenditures of Lowest Living Guarantee of Urban (short for LLGU), total expenses of Social Security system and gross domestic productions, the same to distribution coefficient and nation coefficient, as well as to calculate the recent, mid-term & forward proper level of LLGU. On the basis of researching on theoretical and statistical data of Tianjin & Liaoning Province, compare the institutional current situation and characteristics of two places; create new indexes, such as'aid rate','percentage of aid population','substitution rate of LLGU'and'ratio of average expenses of LLGU to pension'; establish a model to measure LLGU proper level; compute quantitative standards in different periods. According to it, the conclusion that the present level of Tianjin, Liaoning Province & China are lower than proper level is made up. Using originated index, compare and analyze the development path of LLGU of each place. At last, suggest the idea of'Pan LLGU'and advocate'strong group responsibility'.This paper continues the research ideas and logic of'the proper level of social security in China'. First, establish the included relationship between LLGU and GDP; second, choose total expenses of social security as the bridge of them; third, discover the implied influence of'aid rate'on LLGU's expense; last, make up the model. Except the Introduction, there are four chapters; Chapter One introduces the related notions and theories. Chapter Two elaborates the present situation of LLGU in Tianjin & Liaoning province from three dimensions, including aid population, aid rate, and comparison to other economic indexes.
