In 2009 Barack Obama took office in the name of"change" slogan. With the Changes in domestic and international situation and the failure of Iran's nuclear issue of the Bush administration, the president actively changed the past and vowed to take "engagement" policy to deal with the Iranian nuclear issue, but in the process, there has been a variety of restraints. More than two years later, there is no improvement in the Iranian nuclear issue and the relations of the United States, which is really puzzling. Based on the history of the Iranian nuclear issue, this paper focuses on the policy on Iranian nuclear issue of the Obama administration, in order to better understand the nature of the policy and the reasons of its little effectiveness.The first part of this article focuses on the origin and impacts of the Iranian nuclear issue. Through the description and analysis of Iranian nuclear issue, people can get the essence of the Iranian nuclear issue is the relationship of the U.S. and Iran. Through the analysis of what will happen after Iran acquires nuclear weapons, people can better understand why the U.S. attitude toward Iran's nuclear issue has been always strong. The second part focuses on the policies on the Iranian nuclear issue of the Bush administration and the Obama administration. Compared with the Bush era, there were not many changes. The "engagement" policy did not play many roles. Because in the process, there are a variety of factors, such as internal factors: the experience and lessons learned from the Bush administration, ideology, etc.; external factors: changes in the pattern of Middle East, powers'constraints, etc. The third part is about the nuclear issue gambling between the United States and Iran. The article points out that in the future, Obama administration's primary goal remains to prevent nuclear proliferation and to continue to adopt a combination of means, including"contact" and "contain", to deal with the Iran nuclear issue. The article also predicts the Iranian government will continue to take the existing policy actively not only to develop its nuclear capacity-building and continue to utilize the major powers, but also to maintain sufficient room for maneuver.
