The Reconstructed System Of Drug Administration: Design On The Establishment Of The Indepent Commission

The world health organization said in the Alma-Ata Declaration on Primary Health Care, published in 1978, that health is a kind of basic human rights, medical care is the precondition to achieve this right. And medicine has a decisive effect in medical care. Most counties in the world have regulatory compliance on medicine, include drug safety,validity,quality controllability and price. Among which, the drug safety attracts the most attention. Drug administration is a kind of whole process administration centering on the license system. One of its main purposes is to make sure that Pharmaceutical enterprise and regulator are responsible to the patients and the public. The emphasis is to achieve the goals of administration to a great extent.In the face of transition period of China with fast growth in its the economy, and a greed drug market, we need to set up a highly efficient and authoritative drug supervision and administration system in the name of science. This article started with the history of drug administration in China, and found that our system had defects. And then we analyzed on the centenary development of U. S. FDA, studied on the advantages and disadvantages of the two countries comparatively, and finally brought forth the system design of the independent commission. It shall supervise the drug market in a scientific way, balance the interest relationship between pharmaceutical enterprise and patients, deal with the dubious relationship between supervision department and pharmaceutical enterprise, and then construct a sound and reliable market to guarantee drug safety and people's health. We hope to wipe off the possibility of government official to be a member of pharmaceutical manufacturer after dimission,to check up relations among these manufacturers, to build clear assets control, and then to embody the independence and efficiency of institution.
