Research On The Effect Of Urban Resident Minimum Living Security System Of HeBei Province

Urban resident minimum living security system is the last"safety net"of the Social Security System, which marks a new level of China's social assistance system. Since implementing this system in china, there have been tens of millions of urban residents to enjoy the government's minimum living allowance. Hebei Province try to apply Urban resident minimum living security system firstly in January 1996, in 1999 all of province which contains 147 counties and cities establish this system."Hebei Urban resident minimum living security implementation method"was officially put into effect on October 20,2000, urban resident minimum living security system play an important role in the development of economy and social stability.This paper is based on the situation in the province of Hebei Province, based on the necessity of establishment urban resident minimum living security system, which has reviewed the construction process of security system. However, due to problems in the system and the level of economic development and other factors, the effect of the safety system is not very good. Thus, we proceeds from effects of the minimum living standard system, focuses on deficiencies of this policy which exposed when put in practice at Hebei Province, such as fund-raising mechanism unreasonable, difficulties on estimating hidden income, non-standard dynamic adjustment of security standards and so on. We try to combine the realistic to propose some measures and suggestions ,aims to perfect Urban resident minimum living security system. These measures are: Dynamic adjust of security standards, Standardized procedures for security standards, accelerate to establish financing ways of the legal system, classify to different people and so on.
