Research On Impact And Strategy Of Technical Barriers To Trade

Along with speeding up of course of economic globalization and trade liberalization, Customs duties have been reduced, and nontariff measures such as quota, permit and exchange control and so on have been weakened continually, or even abolished. However, another kind of nontariff measure— technical barriers to trade has emerged as the times require. Characteristic of rationality, invisibility and flexibility, it has become the most complicated and most trickish kind of trade barrier, and the biggest barrier to international trade.This article split into five chapters altogether. It has gone on with deep analyses of concept, characteristics, generant background, trend of development and impact on international trade and so on of the technical barriers to trade, and introduced instances of the technical barriers to trade in major developed countries such as EU countries, United States and Japan, etc. On that basis, the article has analyzed the status quo of meeting with impact of foreign technical barrier measure by our country since joining in WTO. In the end, tackling measures have been put forward combining the work practice in the author's department to cope with the situation.The article puts forward some innovative viewpoints on such aspects as definition and impact analysis of technical barriers as well as the countermeasures. Above all, on the definition: the article highlights definitely such two aspects as technicality and obstacle as forming essentials of technical barriers, on whose concept opinions vary. No matter whether it is based on legal purpose, or whether it is necessary for it to hinder trade, measures restricting importation shall be recognized as technical barriers as long as they are technical and bring obstruction to trade.
